The whole is the total you are measuring against, and it goes on the bottom. If your answer is over 100% and you did not expect that, the two numbers are probably swapped.

How do I work out what percentage one number is of another?
Divide the first number by the second, then multiply by 100. 25 out of 200 is 0.125 × 100, which is 12.5%.
How do I turn a test score into a percentage?
Divide the marks you scored by the total marks available, then multiply by 100. Scoring 36 out of 40 is 36 ÷ 40 × 100, which is 90%.
What if the first number is bigger than the second?
You get an answer above 100%, which is correct. 250 out of 200 is 125%.
